As of 3:00 PM on July 17, 2026, the e-snaps CoC applications have not yet opened to the public. Please stay tuned for further updates.

CoC Documents

HUD is currently working on CoC Competition resources including the Estimated ARD Report, Detailed Instructions, and other related documents. The availability of these documents will be announced via the CoC Listserv and will be posted on the CoC Program Competition page at:

E-Snaps

E-snaps is in the final testing stage. HUD will send a listserv notice when e-snaps is available. Once e-snaps opens, you will be able to access the various CoC and Project applications. If you attempt to access the applications before the system is open, you may get an error message, such as “Invalid Applicant Profile Type.”

In the meantime, please:

• Make sure that all of your e-snaps users have attempted to log in to the system. New security measures mean that many user accounts have been locked out due to inactivity. If a user is locked out, they must email a password reset request to e-snaps@hud.gov.
• Review the e-snaps 101 and 201 toolkits on HUD Exchange.
• Sign up for the SNAPS-COMPETITION mailing list on HUD Exchange.
