FY 2024 & FY 2025 Continuum of Care Notice of Funding Opportunity (NOFO)

The U.S. Department of Housing and Urban Development (HUD) released the Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2024 & FY 2025 Continuum of Care (CoC) Program Competition on July 31, 2024, with approximately $3.524 billion in funding available. Funding includes approximately $188million for non-competitive renewal and replacement of expiring YHDP grant. Roughly $52 million is available for Domestic Violence, Dating Violence, Sexual Assault, and Stalking Bonus (DV Bonus) projects. Jurisdictional funding for Guam will be available once announced and published by HUD.

The deadline to submit CoC Consolidated Applications and project applications for FY 2024 funds is 8:00 PM EDT on October 30, 2024 via e-snaps at https://esnaps.hud.gov/.

The Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness; to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth; and provide the services needed to help such individuals move into housing with the goal of long-term stability and self-sufficiency.

The CoC program will fund Rapid Re-Housing (RRH), Permanent Supportive Housing (PSH), Joint Transitional Housing & Rapid Re-Housing (TH/RRH), and HMIS Expansion. To learn more about each of these activities https://www.hudexchange.info/programs/coc/

GHURA, as the Collaborative Applicant, along with the GHC are seeking applications from qualified local government agencies and nonprofit organizations to provide the services described in this announcement. A second announcement will be published with Guam’s allocation and detailed eligibility criteria.

Renewal applications must be received by August 28, 2024 and new project applications must be received by September 4, 2024. Applicants are strongly encouraged to view the FY2024 and FY2025 CoC Competition NOFO prior to beginning the application. We welcome applications from organizations that we have not previously worked with.

New Project Applications can be either an expansion to an existing project or a new set of activities that work together to promote housing stability for a group of qualified program participants. Funds can be used to create new housing and service projects designed to move people experiencing literally homeless or chronic homelessness into Permanent Housing using the Housing First Approach. These projects must align with eligible housing interventions: PSH, RRH, or TH/RRH. Project applicants should consult with GHURA and the Guam Homeless Coalition to determine which of these options will be available in the CoC Competition. Estimated funds available will be forthcoming for new projects.
