FY 2023 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) Competition is OPEN!

The Guam Homeless Coalition (GHC) is pleased to announce the FY 2023 Continuum of Care (CoC) competition for funding is now open. The GHC and GHURA as the Collaborative Applicant (CA) are seeking proposals from agencies wishing to fund housing and service projects targeted to people experiencing homelessness as defined in the FY2023 CoC Program NOFO.  The CoC program promotes a community-wide commitment to ending homelessness. The program provides funding to nonprofit providers and state and local governments to quickly rehouse individuals and families experiencing homelessness while minimizing the impacts of trauma and dislocation. The program also promotes self-sufficiency and access to mainstream programs by individuals and families experiencing homelessness.

Renewal applications are due on August 11, 2023 and New applications are due on August 21, 2023.  Applicants are strongly encouraged to review the CoC NOFO prior to beginning the application. We welcome applications from organizations that we have not previously worked with. Applicants and potential subrecipients must be nonprofit organizations, local government agencies, and faith-based organizations.

Renewal Projects are those that are listed on the Grant Inventory Worksheet:

New Project Application can be either an expansion to an existing project or a new set of activities that work together to promote housing stability for a group of qualified program participants. Funds can be used to create new housing and service projects designed to move people experiencing literally homeless or chronic homelessness into Permanent Housing using the Housing First Approach. These projects must align with one of three eligible housing interventions, (1) Permanent Supportive Housing (PSH), (2) Rapid Re-Housing (RRH), or (3) Joint Transitional Housing & Rapid Re-Housing (TH/RRH). Project applicants should consult with the CoC to determine which of these options will be available in the CoC competition.

* Please note that the estimated ARD values are based on the GIW report currently posted on the CoC Program Competitions Page of the HUD.gov website. When the GIWs are finalized, HUD will publish a revised estimated ARD report on the HUD.gov website.
